Once you actually arrive in the Crazy Place then put your FireStaff in the pedestal/altar where you found the fire gem earlier and next equip a decent in-game weapon and use it to kill twenty zombies at close range. Their souls will actually travel to your Fire Staff and then charge it.

Once that is actually done then you should see a pop-up indicating that your FireStaff is now complete. Go ahead and grab it from the altar/pedestal and you’re done.
